Emergency Water Shortage Meeting

The District underwent significant transitions in 2025, with water sustainability and community development becoming our primary areas of focus. As new construction continues, we must address critical questions regarding our capacity to serve existing residents while accommodating future growth.

 

While we historically relied on studies indicating sufficient supply from the Cosumnes River and our reservoir system, the draft 2024 Integrated Water Master Plan has provided a necessary course correction: it clarifies that RMCSD lacks adequate water to sustain the community during drought conditions.

 

To protect our current resources and ensure service reliability for existing connections, the Board of Directors is considering a temporary moratorium on new water services. Per California Water Code Section 350, the Board voted on December 17, 2025, to initiate the process of declaring a water emergency.

 

Next Steps & Public Participation:

· Public Hearing: We invite you to attend a public hearing on January 27, 2026, at 6:00 p.m. at the Rancho Murieta Community Church (14670 Cantova Way).

· Emergency Declaration: If the Board determines that current demands threaten supplies needed for human consumption, sanitation, and fire protection, a water emergency will be declared. This would pause new water connections and service applications.

Strategic Assessment: A moratorium would provide the window necessary to evaluate supply augmentation. Our team is currently investigating new wells, water banking, use of Clementia reservoir, and the potential conversion of recycled water for potable use.
